So, we see those drainage ditches on the side of the highways and major roads. Why can we not send the water from each mile into a bigger ditch and then use a filter to clean the garbage out of it with a skimmer. It would clean the highways with little bit of help from highway cleanup crew. The big stuff would need a crew out cleaning it and the little stuff would flow into skimmers and then the skimmer would need dumped. The other purpose of flowing the water into a bigger ditch is that we could then use that water to water the plants that are on the side of the road. If they would put up some solar panels next to the ditch or even on it to block out the sun so algae don't grow all that fast, then they would have a ready source of energy to use a small pump.
